Advisory Committee Resolution No. 6-25-03b,
Pursuant to Suffolk County Code Section 380-5(E), Concerning a Special Use Exemption Request by the Suffolk County Community College Grounds Maintenance Crews for the Use of Round-up Pro for Vegetation Control WHEREAS, the SCCC Ammerman and Eastern Campus Grounds Maintenance Crews have submitted a joint application for a temporary special use exemption for the use of Round-up Pro, or equivalent product, attached hereto as Exhibit "A" and incorporated by reference; and WHEREAS,
at its meeting on June 5, 2003, the Community Advisory Committee (CAC)
reviewed the above mentioned request for a Special Use Exemption and received
a presentation regarding the request by Lenny Van Vliet and Wayne Troisi;
and WHEREAS, non-pesticide management of weeds is labor intensive, this staffing level may not be sufficient to allow control of unwanted vegetation solely through non-pesticide practices; and WHEREAS, poison ivy represents a potential health hazard to workers, students and visitors when located along walkways and building entrances; and WHEREAS, vegetation growing in cracks in walkways represents a safety hazard and leads to deterioration of pavement surfaces; and WHEREAS, Round-up Pro, or equivalent product, is an effective, low toxicity pesticide; and WHEREAS, the CAC has discussed various alternatives for vegetation control over the course of several meetings and observed a demonstration of alternative methods on July 25, 2001; and WHEREAS, the CAC is aware of other alternative practices to control vegetation, such as hand weeding, steam systems, scraping, as well as others; and WHEREAS, nothing in this resolution should be interpreted in any way to affect the New York State requirements for certification of pesticide applicators; and WHEREAS, Local Law 3-2002 was previously reviewed under the State Environmental Quality Review Act ("SEQRA"); and WHEREAS, by separate resolution, dated June 25, 2003, under the State Environmental Quality Review Act ("SEQRA"), N.Y. Envtl. Conserv. Law Art. 8, the CAC has determined that this action is a Type II action, pursuant to Volume 6 of New York Code of Rules and Regulations ("NYCRR") §§617.5(c)(20) and (27), in that the resolution pertains to routine or continuing agency administration and management, not including new programs or major reordering of priorities that may affect the environment; now Be it therefore RESOLVED, that a one year Special Use Exemption, pursuant to Suffolk County Code Section 380-5(E), be granted for the use Round-up Pro, or equivalent product, for vegetation control by the SCCC campuses; and, be it further RESOLVED, that this exemption is granted with the following conditions:
RESOLVED, that following the one year time period, a renewal request may be submitted along with a discussion of the efforts that have been made to reduce reliance on pesticides; and, be it further RESOLVED, that this Resolution shall take effect on July 1, 2003.
