Community Advisory Committee Resolution No. 1-6-04c,
Pursuant to
Suffolk County Code Section 380-5(E), Concerning a
Special Use Exemption Request by the
Greenhouse Recreation Opportunities Workshop
for the Use of Pesticides in their Horticultural Program

WHEREAS, the Suffolk County GROW program located in the West Sayville County Park use their greenhouse for a program with the Developmental Disabilities Institute (DDI); and

WHEREAS, greenhouses are an optimal environment for diseases and insect populations, which are often brought in on purchased plants; and

WHEREAS, GROW controls pests through cultural practices, however, these practices alone are not always effective; and

WHEREAS, GROW is committed to incorporating the use of beneficial insects in their pest control procedures; and

WHEREAS, GROW cannot use common greenhouse pesticides for health and safety reasons of their participants; and

WHEREAS, pest infestations can rapidly spread and lead to a loss of a crop resulting in detrimental therapeutic effects; and

WHEREAS, though GROW does not expect to need to use pesticides, they need the ability to use them on an emergency basis; and

WHEREAS, GROW has submitted an application for a special use exemption for the use of pesticides on an emergency basis in their greenhouses, attached hereto as Exhibit "A" and incorporated by reference; and

WHEREAS, at a meeting on January 6, 2004, the Community Advisory Committee (CAC) reviewed the above mentioned request for a Special Use Exemption; and

WHEREAS, Local Law 3-2002 was previously reviewed under the State Environmental Quality Review Act ("SEQRA"); and

WHEREAS, by separate resolution, dated January 6, 2004, under the State Environmental Quality Review Act ("SEQRA"), N.Y. Envtl. Conserv. Law Art. 8, the CAC has determined that this action is a Type II action, pursuant to Volume 6 of New York Code of Rules and Regulations ("NYCRR") §§617.5(c)(20) and (27), in that the resolution pertains to routine or continuing agency administration and management, not including new programs or major reordering of priorities that may affect the environment; now

Be it therefore

RESOLVED, that a one year Special Use Exemption, pursuant to Suffolk County Code Section 380-5(E), be granted to the Suffolk County GROW program for the use of the following pesticides in their greenhouse at the West Sayville County Park:

Marathon (a.i. imidacloprid)
K-Neem (a.i. potassium salts and fatty acids)

RESOLVED, GROW will end the use of Marathon in June of 2004 and implement a control program with the use of beneficial insects; and, be it further

RESOLVED, that the use of K-Neem will occur only if the beneficial insect program is ineffective and the pest infestation could lead to devastation of a crop; and, be it further

RESOLVED, that following the one year time period, a renewal request may be submitted; and, be it further

RESOLVED, that this Resolution shall take effect on January 6, 2004.
