Back ground information

The Chemung River is a tangible and dynamic asset flowing through five towns and the City of Elmira in Chemung County. The river offers an opportunity for community and economic development focusing on our most natural and possibly most ignored asset.

The Chemung River Council is a collaborative city/municipal and community based steering committee that oversees three 2007 New York State grants to create a Chemung River Master Plan from Big Flats to the Town of Chemung. The master plan builds on the River Futures Visioning Project completed in 2004. Without a comprehensive master plan, the positive and inspired community voice from the Visioning Project would be lost. Public, private and municipal projects, if pursued, would be disjointed and lack the design consistency, community support and regional pride of a project that builds on a common vision.

The Chemung River Master Plan will leverage recreation and eco-tourism potential, build safe and regionally connected trails and water corridors, highlights our rich historic and cultural background and spur economic and community revitalization locally and regionally.

The River Council not only leads and guides this project but will become a sustainable group and network with a common interest in the Chemung River as a pivotal asset. A Greenway Compact amongst the River municipalities will articulate the principals and common vision to guide future river corridor development and stewardship.

The Chemung River Master Plan will be complete by early 2008. The next stage of writing proposals to fund implementation of the plan are already underway. The plan includes designs related to recreation, tourism, river access, historic and cultural ties, economic development and our local and regional identity.
